Cebu, Philippines — Cebu Governor-elect Pam Baricuatro will be reporting for her first day at the Provincial Capitol today, Monday, June 30, 2025.

The governorship will be Baricuatro’s first venture into politics after defeating incumbent Governor Gwendolyn Garcia during the May 12 polls.

Baricuatro emerged victorious, amassing 1.1 million votes and outpacing Garcia, who got close to 800,000 votes.

Baricuatro to review Capitol contracts, vows transparency

In line with her commitment to transparency, Cebu’s newly installed governor has vowed to conduct a thorough review of all Capitol contracts, including those involving employees and department heads.

This means the status of over 1,100 job order (JO) workers under the provincial government remains uncertain. However, Gov. Baricuatro assured the public that upcoming decisions will be based on merit and transparency.

“Everything now will be based on performance, and we will assess all projects in the coming months. Transparency will be a priority,” she said.

Baricuatro also noted that reviews are underway to address vacancies in inactive departments and councils, with new appointees expected to be named.

On her first day as the new Cebu governor, Pamela Baricuatro hit the ground running by signing 12 executive orders (EOs), providing a glimpse of the programs and initiatives that her administration will prioritize.

A key highlight was EO No. 1, which mandates the urgent release of funds to improve the operations and capacity of all 16 province-owned and district hospitals.

It was also in part her fulfillment in addressing healthcare woes in the province.

Under the EO, each of the 16 provincial and district hospitals will receive an additional P5 million budget to improve its operations within the next 100 days.

A new chapter began at the Cebu Provincial Capitol on Monday, June 30, as Governor Pamela Baricuatro officially took office, promising to usher in an era of leadership grounded in empowerment, fairness, and integrity.

Baricuatro, who is serving her first term in public office, marked her first day with a full slate of events—from ceremonial functions to meetings with key officials and supporters.

In her inaugural message, she emphasized her commitment to a leadership style devoid of fear.

“We are entering a new era in leadership where I intend to empower, not overpower. As your people’s governor, I will never lead by fear. I will lead by example. I will never govern by favoritism. I will govern by fairness,” she said.

The new governor also vowed to have a more accessible and inclusive provincial government.

Pam Baricuatro starts as Cebu governor, kicks off day with thanksgiving party

Governor-elect Pam Baricuatro will be reporting her first day at the Cebu provincial Capitol today, Monday, June 30, 2025, with a thanksgiving party to officially mark the start of her political career.

At precisely 12 noon today, Baricuatro is expected to take the reins of the Cebu Provincial government.

By 4:30 p.m., her supporters and her team will also be holding the Thanksgiving Night of the People’s Governor, Pamela Baricuatro.

In turn, the Cebu City Transportation Office (CCTO) urged motorists to follow rerouting plans as several road closures will be implemented.

A portion of Osmeña Boulevard, from the corner of Escario Street to Don J. Avila Street, will be temporarily closed to vehicular traffic starting at 1 a.m. on Monday, June 30, until 1 a.m. on Tuesday, July 1.
